## Why do the labels matter?

Listings for

income-restricted new apartments

[/income-restricted-new-apartments/ →](/income-restricted-new-apartments/)

use a handful of program names, often loosely. PFC, HFC, LIHTC, workforce, and attainable each mean something specific. The label tells you who can rent the restricted units, at what income, and for how long the rules apply.

On the board, we put a ‘Who can rent here’ chip above the price for every building with restricted units. The chip names the program, so you can tell them apart at a glance.

## What does each label mean?

| Label | What it is | Typical bands |
| --- | --- | --- |
| PFC | Public Facility Corporation partnership; tax exemption for restricted units | Often 60% to 80% AMI |
| HFC | Housing Finance Corporation partnership; must accept vouchers | Varies |
| LIHTC | Low-Income Housing Tax Credit building | Often 30% to 60% AMI |
| Workforce | Units for moderate incomes | Often near 80% AMI |
| Attainable | A program name some partners use for moderate-income units | Varies by program |

**PFC and HFC.** These are public partners, usually tied to a housing authority or a city or county. The partnership can exempt the property from some taxes. In return, a share of units is income-restricted. In Fort Worth, some partnerships run through Fort Worth Housing Solutions (FWHS).

**LIHTC.** The federal tax credit program behind much affordable housing. LIHTC buildings restrict units to set bands for a long compliance period and certify income each year.

**Workforce and attainable.** These usually serve moderate incomes, closer to 80% AMI. Rules depend on the program.

> **Mixed-income buildings**
>
> Many new buildings are mixed-income. Some units are restricted and the rest are market-rate. The chip tells you the building has restricted units, and we confirm which units and bands.

## Which buildings carry each label?

On our board:

- **Range West:** PFC, Living Advantage
- **Jefferson Ederville:** PFC/FWHS, Attainable
- **Jefferson Elara:** FWHS, Attainable
- **The Opal:** workforce, FWHS
- **The Crawford:** 60% and 80% AMI
- **Clifton Riverside:** LIHTC, 79 of 94 units at 30% to 60% AMI
- **Inspire Homes Bonds Ranch:** accepts vouchers

Bands at some buildings are still being confirmed. We check each one before you apply.

## How do you know if you qualify?

Qualifying depends on household size, gross income, and the building’s band. Our guide on

2026 income limits

[/guide/tarrant-county-income-limits-2026/ →](/guide/tarrant-county-income-limits-2026/)

has the Tarrant County figures, including a 60% AMI limit of $52,980 for a 2-person household.

## Questions to ask about a labeled building

When a building carries one of these labels, we’d ask:

1. Which units are restricted, and how many?
2. What AMI band applies to each restricted unit?
3. What’s the rent cap for my bedroom count at that band?
4. Are required fees and utilities added on top of the capped rent?
5. Does the building accept housing vouchers?
6. How often is income recertified?

| Label | First question to ask |
| --- | --- |
| PFC | How many units are restricted, and at what band? |
| HFC | Confirm voucher acceptance and the band |
| LIHTC | Which band applies to the open unit? |
| Workforce or attainable | What income limit applies, and to which units? |

We get these answers in writing and write out the whole price, so a restricted unit is compared the same way as any other.

## How do these buildings appear on the board?

Every building with restricted units appears on the

with everything else, never hidden and never pushed. The chip sits above the price, and these buildings stay out of market-rate medians and “from” cells, so area numbers aren’t skewed.

Tell us your household size and income range. We’ll match you with buildings whose programs and bands fit, and write out the whole price for each.

## Questions renters ask about this

### What is a PFC apartment?

A building owned or ground-leased with a Public Facility Corporation partner. In exchange for a tax exemption, part of the units are set aside as income-restricted.

### What does LIHTC mean?

Low-Income Housing Tax Credit. Units in a LIHTC building are restricted to set AMI bands, often 30% to 60%, for a long compliance period.

### Is workforce housing income-restricted?

Usually, at higher bands such as 80% AMI. Terms vary by program, so we confirm each building's band.

### What's the difference between PFC and HFC?

Both are public partners that offer tax benefits for restricted units. HFC buildings must accept housing vouchers under Texas Local Gov't Code §394.9026.

### Do you guarantee the price or my approval?

No. The community sets both pricing and approval, and we confirm them in writing before you sign.
